Yes. Send us the Figma file and we translate it into Twig templates and SDC components. Tidy, consistent Figma with real components makes the build faster and cheaper, so it is worth getting the design to that state first.
Both. We build for Drupal 10 and 11, and everything we write uses current APIs so an upgrade later does not mean a rebuild. If you are still on Drupal 9, we will flag what the jump to 10 or 11 means for the theme.

For most sites, you do not need to build a Drupal theme from scratch. Olivero (the default since Drupal 9.3) is a solid, accessible starting point, and a sub-theme on top of it gets you a branded site in a week. We build fully custom themes when the design genuinely needs it: a component library, unusual layouts, a design system that Olivero cannot bend to. Otherwise we sub-theme and save you a few thousand dollars.
